Abstract

The process of planning and managing a high concentration built-up area presupposes the need to build up knowledge about environment and resources, if it is going to be possible to carry out the ambitious project of studying or favouring activities that are appropriate to the environmental situation and that do not force the environment to adapt itself to chosen activities. This principle appears repeatedly, and is a dominant feature of the legislative system of Veneto Region which, where aspects of land planning and quality of life are concerned, is based on Regional Laws nos. 61 and 33, both of which issued in 1985 and which lay down regulations regarding Land Management and Usage, and Protection of the Environment, respectively. There follows an outline showing the basic scheme of several operational actions which put the above-mentioned principles into practice, using a systematic approach: firstly, by getting information about the natural physical environment through cartographic documents produced on the scale 1:250,000 chosen for the Regional Land Coordination Programme, and then by making a consistent study of several essential environmental guidelines offered by work carried out in specific sectors, such as the Regional Water Recovery Programme. In this respect, the recognition and monitoring of areas which are especially susceptible or at high ecological risk, such as the Veneto lowland and its groundwater system, are particularly representative.
